A better response to energy price spikes

From emergency support to investments in green energy sovereignty

The energy crisis caused by the war in Iran is exposing the vulnerability of the European Union’s continued reliance on fossil fuel imports.

In response, the European Commission has proposed a Temporary Iran Crisis Energy Framework to amend the Clean Industrial State Aid Framework.

This paper examines the Commission’s proposal which fails to learn lessons from energy crises of the past.

It puts forward an alternative framework and outlines an alternative approach to better make sure publicly-funded energy crisis support to the private sector contributes to energy sovereignty.
